Casino Bill Amendment Puts Steuben and DeKalb Counties in Play

(INDIANAPOLIS) - A major shift at the Statehouse has dramatically expanded the casino debate in northeast Indiana, opening the door for a relocated casino license to land in one of four counties instead of just Allen County. The Indiana House Public Policy Committee on Thursday approved an amendment that would allow a casino license currently based in Ohio County to relocate to Allen, DeKalb, Steuben, or Wayne counties.

The amendment significantly broadens competition for the license and changes the landscape for local communities that have been closely watching the issue.

The original proposal focused solely on moving the Rising Star Casino to Allen County. The amended version allows any current licensed casino operator in Indiana to apply for relocation, provided they meet strict requirements.

Applicants must commit to at least $500 million in development and secure documented support from local officials, including county commissioners and the mayor of the host community.

The amendment also establishes a formal timeline. Applications would open on October 1, 2026, become public by January 15, 2027, and receive final approval or denial by April 15, 2027.

The change sets up a potential four-county competition and ensures that any casino relocation will hinge not only on investment dollars, but also on local government support and community backing.
