The Williams County Common Pleas Court supported the county elections board, dealing a blow to efforts by a local grassroots residents group to qualify a county charter issue for the November general election ballot.

The charter would switch the county from its current statutory form of government to one governed by a county charter, serving as a way to create home rule in a battle to stop the proposal to pump water out of the aquifer to sell to towns in the region.
