Goshen Police Officer Suspended Pending Investigation

GOSHEN – Charges have been filed against a Goshen Police Officer.

Goshen Police Chief Jose Miller says on Monday he became aware that Officer Joshua Owens had been charged with felony counts of strangulation and domestic battery committed in the presence of a child less than 16 years old. These charges were a result of an investigation that started in November 2020 by the Indiana State Police.

The results of the investigation were presented to Special Prosecutor Bruce Embrey, who filed the charges in Elkhart Superior Court. Miller says he has requested the Goshen Legal Department start the process to request that the Board of Public Works and Safety place Owens on unpaid suspension pending the outcome of his criminal case.

Owens was hired full time by the Goshen Police Department on December 17, 2007. Miller says Owens has not had any prior discipline that resulted in suspension or demotion.
